Long-Term Plans.
Stone Age.
Even if it's a land level, the -30% ship cost can be useful. If you happen to get WAY TOO MUCH wood early on, then you can build a dock on the shore and make some fishing boats while continuously pumping out villagers. If you do this, you'll eventually reach bronze faster.
Tool Age.
If you happen to run out of food sources THIS early, then don't be afraid to farm especially because of the +25% farm production.
I know it's tempting to farm in the Tool Age with Minoans, but don't unless that's your only choice.
Bronze Age.
Don't go for Composites right away; get calvary first and use your Composites to support your calvary.
Remember to get all the range upgrades in the market for a total range of 11!!! That allows your Composite to out-range Stone Throwers in the Bronze Age. Only the Egyptian priest can outrange Minoan Composites now.
Although it's tempting, refrain yourself from going to Iron unless you think your opponent is already making progress in Iron and is gonna get some super units.
Iron Age.
Don't be afraid to continue to build Composites in Iron. Get the last available range upgrade in the Market.
Go for Ballistics, Catapult, Phanlanx, Siegecraft, Heavy Catapult, Aristocracy, Centurion, and Helepolis in approximately that order.
Don't bother upgrading your Composites TOO much now in terms of armor. Only one or two of these would be enough.
Interaction with Other Tribes.
Strong Against :
Egyptian, Babylonian, Greek.
Weak Against :
Yamato, Hittite, Assyrian.
Good Allies With :
Yamato, Greek, Sumerian.
Overall.
Minoans are definitely a sea tribe, and they do not have a lot of advantages on land except for their Composites.
