Stone Age.
No advantages this early on.
Tool Age.
Hittite has no advantage in the Tool Age unless you plan on rushing with bowmen. The bowmen do 4 damage a piece, but rushes are fairly easy to avoid and nobody rushes these days.
Your ships have a large range which enables you to reach your enemy's stuff that's placed further in from the shore.
Bronze Age.
Your Chariot Archers can do 5 damage each, and your Stone Throwers have double hit points.
An army consisting of mostly calvary combined with some Chariot Archers and Stone Throwers would be the most effective at this point. If you have an easily defendable spot, I highly recommend going to the Iron Age. If your spot is very open, then attack A.S.A.P. Otherwise, it's up to you whether to go to Iron or attack immediately. Make sure you can fend off calvary rushes.
Iron Age.
If you can make it to Iron, it'll be really fun!!
Research ballistics in the Gov't center and upgrade your Siege Weapons. Back your Siege Weapons with Horse Archers or Elephant Archers.
If you have too many problems with War Elephants or Calvary, then consider adding a few Phanlanx to your army of Siege Weapons and Archers.
Unfortunately, Hittite is very weak in Iron. The best ships you get are War Galleries, so you're lucky if it's a water level and your ally has a strong water tribe.

Shang, Phoenician, Minoan.
Overall.
Early in the game, Hittite is weak on land and strong on water. If they make Iron, then they are strong on land and weak on water.
